拳銃による連続殺人事件が発生する。被害者はいずれも違法行為スレスレのビジネスで大金を稼いでいた。世間は犯人を“現代の仕置き人”としてヒーロー扱いする。警察への逆風の中、聞き込みを進める山下（伊藤英明）と田代（坂口憲二）。訪れた現場で山下はかつての相棒、川島（葛山信吾）と再会し、旧交を温める。しかし、有力な手がかりがつかめないまま、新たな犠牲者が出てしまう。二人は先手を打つべく、投資詐欺ぎりぎりの行為で私腹を肥やす真鍋（神保悟志）の護衛を務め、犯人の出方を待つが…。そんな中、犯行に使用されている拳銃が、四谷東署から押収後に紛失した物である可能性が浮上。警察内部の人間が疑われることに…。
